Boulos in Algiers, and not a word about the Sahara in the communiqué: the file enters its decisive phase

Jan Verhoeven — Bruxelles, Belgique — 2026-09-15

Method note. This file rests on the official communiqué and on the material published by agencies and the press, dated and attributed. We distinguish what was announced, what was said, and what was not mentioned — because in this file, silence is information. And at the end, we concede what must be conceded.

🇺🇸 A visit, and a calendar

Massad Boulos, adviser to Donald Trump for the Middle East and Africa, travelled to Algiers and met President Abdelmadjid Tebboune as well as foreign minister Ahmed Attaf.

What makes this a story is not the visit: it is its date. It comes weeks before the report of the United Nations Secretary-General, António Guterres, on the Sahara conflict, and before the Security Council discussions expected in October.

In other words: at the precise moment when the heaviest file in the Maghreb returns to the table of the great powers, Washington takes the time to stop in Algiers.

🤐 And here is what the communiqué does not say

The official communiqué of the meeting is instructive — for what it contains, and above all for what it does not contain.

What was announced: bilateral relations, political, commercial, economic and energy cooperation, and an exchange of views on regional and international issues of common interest. The American side specified that the visit aimed to strengthen cooperation on regional peace and security and to deepen trade relations.

What was not mentioned: the Sahara. Not a word.

This silence must be read with precision: the communiqué does not say that the subject was not discussed. It does not name it. That is not the same thing — and that is the whole question.

🗣️ What Boulos himself said

At the end of the meeting, the American adviser described Algeria as a “close partner” of the United States for promoting regional security and expanding the economic opportunities and prosperity of both countries.

He also indicated that his talks with President Tebboune belonged to the continuation of an earlier discussion on shared regional priorities and bilateral relations.

Note the words he used: “close partner”, “regional security”. That is not the vocabulary one uses with a country one ignores.

🔁 The sequence this visit belongs to

This visit did not fall from the sky. It belongs to a continuous American diplomatic sequence on the Sahara file, after a series of contacts and meetings that brought the parties concerned together in Madrid and then in Washington, with Morocco, Algeria, Mauritania and the Polisario Front.

This detail matters, and it is rarely underlined: Washington talks to everyone. Not only to its closest allies — to everyone.

And when you talk to everyone, it is because you are preparing something. You do not consult four parties for months only to conclude that there is nothing to be done.

🗓️ The calendar that really matters

The calendar is this: the Secretary-General's report, then the Security Council discussions in October.

These are the two stages that carry weight. A report that describes the situation, and a Council that decides whether to extend it, amend it or change its framework.

That is why Mr Boulos's visit to Algiers is not a courtesy trip: it sits exactly where the file is being decided.

🎯 What this means, and what it does not mean

What this means: Algeria is treated as a party that cannot be bypassed. Not on the Sahara, not on the Sahel, not on energy, not on regional security. You may disagree with its position — you cannot do without it.

And the silence of the communiqué is, in its own way, a tribute. When a subject is too important to be written, it is because it is too important to be written.

What this does not mean: that Algeria has changed its position. Nothing in the public material indicates a shift — and we will invent none.

⚖️ What we concede, because it is true

We do not know what was said in the room. The communiqué does not report it, and we have no internal source to cite. Anything we asserted about the content of the exchanges would be an invention — we will not do that.

Nor will we say that Washington has “chosen” Algiers. The United States also talks to Morocco, Mauritania and the Polisario Front. This is not a rallying: it is a consultation.

And it must be said clearly: a visit is not a decision. What matters is what comes out of the Security Council in October — and there, nobody knows yet.

🎯 The conclusion, in three sentences

Donald Trump's adviser for the Middle East and Africa came to Algiers, met President Tebboune, and described Algeria as a “close partner”.

The communiqué does not mention the Sahara at any point — a few weeks before the UN report and the Security Council debates in October.

And the real lesson fits in one line: on this file, you may disagree with Algeria. You cannot do without it.

📌 Complement of 15 September 2026 — what we have verified since

This section was added after the article was published. A newspaper that learns something must say so — and must say that it learned it afterwards. What follows takes nothing away from what precedes it: it completes it, with dated sources.

📅 What is known about the visit — and what the communiqué does not say

The official communiqué does not name the Sahara. But other sources do name the purpose of the visit.

First, it was not an ordinary visit: it was the third. Two sources agree on the number and diverge on the starting point: Jeune Afrique speaks of the third since April 2025, L'Espoir Libéré of the third since July 2025. We report the discrepancy rather than settle it. Three Washington–Alger trips in five months is still three.

Second, Mr Boulos did not see only the president. He was received by Abdelmadjid Tebboune, then by Prime Minister Sifi Ghrieb — and he met Nour Eddine Daoudi, the CEO of Sonatrach. L'Espoir Libéré notes the protocol significance of this last meeting: it places the national oil company at the same rank as the sovereign ministries.

Third, the objective is written in black and white — and it is not we who write it. Jeune Afrique headlined: “the Sahara at the front line, hydrocarbons in the background”, and specifies: objective, to convince Algeria to accept the new UN framework on Western Sahara.

📜 And what this “new UN framework” really contains

Since a “UN framework” is being talked about, it has to be read. It is Security Council resolution 2797 (2025), adopted on 31 October 2025. We have read it in full, and here is what it says:

  • the principle of self-determination is affirmed in it twice — in the preamble, and in an operative paragraph;
  • the Moroccan autonomy plan is in it in the conditional, twice: “could be”, “could represent”;
  • paragraph 2 welcomes “any constructive suggestion that the parties might make”;
  • and it extends MINURSO until 31 October 2026.

And this last point deserves to be dwelt on, because it is an acronym that everyone writes without spelling it out: MINURSO — Mission of the United Nations for the Referendum in Western Sahara. The word “referendum” is not in a recital: it is in the name.

This referendum, for its part, has a history that we have reconstructed: accepted by both parties in 1991, scheduled for January 1992, never held. We devote an entire dossier to it, and we refer the reader to it: “The Western Sahara referendum was planned for January 1992 — and the word is written in the name of the UN mission.”

⛽ On oil: a clarification that matters

One reads here and there that Washington allegedly offered the opening of the Algerian oil sector in exchange for a gesture on the Sahara. That presentation does not hold, and it has to be said clearly.

The American companies are not at the door: they are already here. ***L'Espoir Libéré* writes this, and it is an Algerian outlet: “when ExxonMobil and Chevron show an interest in onshore and offshore exploration, but also in unconventional hydrocarbons and renewables, it is indeed these American giants who come soliciting Algerian expertise and resources, and not Algeria asking for their presence.**”

And the American chargé d'affaires in Algiers, Mark Shapiro, described Algeria as “the largest country in Africa” and a “key player in Europe's energy security”. This is not the vocabulary of a country being granted a favour.

There is therefore no “oil counterpart” to describe. There are two distinct files that the same visit put on the same table — and a balance of power that does not run in the direction attributed to it.

🔁 And the broader framework, which we had not described

This visit did not fall from the sky: it is part of a diplomatic sequence that we had not detailed.

In February 2026, the United States and the United Nations facilitated in Madrid discussions between Morocco, the Polisario Front, Algeria and Mauritania, on the implementation of resolution 2797. The meeting was held at the US embassy, in the greatest discretion. It was led by Mr Boulos and the American ambassador to the UN, Michael Waltz, in the presence of the Secretary-General's personal envoy, Staffan de Mistura. It was the American mission to the United Nations that announced it.

⚖️ What we add to our concessions

The facts in this complement come from the press, not from official communiqués. Jeune Afrique, L'Espoir Libéré, H24info citing the American mission to the UN. We have received no document from the parties.

And two of our sources contradict each other on one precise point — the date of the first of the three visits. We did not hide it above, and we do not hide it here.

**Finally, the Jeune Afrique article is partly reserved for subscribers. We have read only the accessible part, and we therefore quote only what it contains. The rest, we do not know.**

🎯 What this complement changes

The angle of the article does not change: the official communiqué does not name the Sahara, and this silence remains the information.

But the article no longer says “we do not know”. It says: here is why he came, here is what the framework he came to defend contains, here is whom he saw — and here is what the communiqué did not write. Between the two lies the exact measure of a discretion.

Final note. The official communiqué does not mention the Sahara: we write it as it is, without drawing more from it than it says. We report no content of talks that the parties have not made public. Where we do not know, we write that we do not know — that is the only tenable position on a file of this nature.
