Boulos on the 13th, Pezeshkian on the 22nd: two planes, a single capital, and a mediation that nobody claims
Sarah Carter — New York, États-Unis — 2026-09-22
Method note. This text rests on dated, verified and sourced facts, and on a reading that we assume as such. We systematically separate three things: what is DOCUMENTED by a named source, what is REPORTED without proof, and what WE THINK. Anything that belongs to interpretation is announced as interpretation — never presented as a fact.
🗓️ Thirteen September, then twenty-two September: two planes, a single capital
There are facts which, set side by side, say more than any commentary. Here are two of them, and they are established.
On Sunday 13 September 2026, Massad Boulos — senior adviser to the President of the United States for Africa, Arab affairs and the Middle East — is received in Algiers by President Abdelmadjid Tebboune. It is the Algerian state news agency that reports it, and the Presidency of the Republic that confirms it.
Nine days later, on Tuesday 22 September 2026, in the middle of the day, the Iranian presidential plane carrying Massoud Pezeshkian lands at Houari Boumediene airport in Algiers. It leaves again the same day, bound for New York, for the eighty-first session of the United Nations General Assembly.
An envoy of the President of the United States. Nine days later, the President of the Islamic Republic of Iran. The same stopover. And an open war between the two countries since 28 February 2026.
We will invent nothing. So here, before going any further, is what verification has established — including against the most seductive hypothesis.
✅ What is established, and what cannot be contested
The landing is confirmed by Algerian national radio, by public television, by the Algerian private press, by two Iranian agencies and by an international news agency quoting Algerian television. There is no debate about the fact.
There is, however, a debate about the date, and it has to be settled: it is Tuesday 22 September, not the 21st. All the sources agree.
And there is a detail that every media outlet reproduced without noticing it: he was received in the VIP lounge by the Minister of the Interior, Local Authorities and Transport, Saïd Sayoud, and by a Secretary of State at the Ministry of Foreign Affairs. Not by the President of the Republic. Nor by the Minister of Foreign Affairs. It is not a protocol detail, it is a message.
Finally, a fact that is not Algerian, and that matters: on the eve of the departure, on 21 September, the office of the Iranian president officially announced the trip — five days, two of them spent travelling — and confirmed that the United States had refused visas to the press team accompanying the president.
The aircraft took off from Algiers at two thirty-five in the afternoon, local time. And the Algerian official communiqués of the American visit of 13 September deal with the economy, energy, critical minerals and counter-terrorism — that is to say, with bilateral files, and with nothing else.
🤝 The question we will be asked, and which we will not answer with a yes
Is Algeria serving as a channel between Washington and Tehran? That is the question everybody asks in the face of this stopover. And here is the honest answer, in three parts.
First: no Algerian official statement, in 2026, claims or even mentions a mediation role between the United States and Iran. We looked. There is none.
Second, and this is even more embarrassing for the hypothesis: Algeria itself has publicly attributed the mediation to others. On 15 June 2026, its Ministry of Foreign Affairs welcomed “the international mediation efforts, in particular those of Pakistan and Qatar”. And on 28 February 2026, it had named the “Sultanate of Oman”. Never Algeria.
Third: the official communiqués of Massad Boulos's visit mention only bilateral and economic cooperation. No Iranian mission. No mediation. The official communiqué is the most reliable document available to us, and it does not say what people would like it to say.
🔴 And here is the fact that should close the debate — and it works against us
We must now write the thing that everyone who wants to see Algiers as a mediator carefully avoids. It is public, it is dated, and it is Algerian.
On 29 and 30 March 2026, before the Arab League, the Algerian Minister of Foreign Affairs Ahmed Attaf publicly described the Iranian military attacks as “unjustified and unacceptable”. It is Algerian national radio that reports it.
Read that sentence again, slowly. A mediator does not say that. A mediator does not publicly call the strikes of one of the two parties he is supposed to bring together “unjustifiable” — because the day he does so, he has chosen his side, and the other no longer speaks to him.
Algeria therefore took a position, publicly, against the Iranian strikes, five months before the stopover. This is not an opinion: it is a documented fact, and it directly contradicts any presentation of Algiers as a neutral intermediary.
Let us add a detail that points the same way: there has been no United States ambassador in Algiers since January 2026. The American mission is led by a chargé d'affaires, Mark Shapiro. A country that negotiates seriously through a discreet channel keeps an ambassador there.
🪤 What if the idea of an Algerian mediation came from a 2009 article?
We looked into where this idea comes from, and we found a precise source. An article entitled “The American Under-Secretary of State: ‘We are seeking Algeria's mediation with Iran’” is circulating, and it is perfectly authentic.
It is dated 22 October 2009. It concerns Jeffrey Feltman, under the presidencies of Barack Obama and Abdelaziz Bouteflika — seventeen years before the events that concern us.
To present it as current would be a falsification. And that is very probably where the conviction comes from, widely held in recent days, that Washington had asked for Algeria's help. A 2009 article, passed on without its date, becomes a piece of fake news from 2026.
The same must be said of the headlines that announced an “emergency landing” or a “breakdown”: two Arab media outlets ran such headlines, even though their own text spoke of a technical stop. No source documents a breakdown. And an Algerian website ran a headline about an “official reception at the Presidency”, contradicted by every source of 22 September, which describe a reception at the airport by the Minister of the Interior and a Secretary of State.
We would rather publish this than keep it quiet: if the idea of an Algerian mediation rests on a 2009 article and on headlines contradicted by their own content, then that idea has no documentary basis — and saying so protects us.
We therefore refuse to write that Algiers is the hub of an American-Iranian negotiation. That would be a claim that nothing supports — and publishing it would expose us to the first denial that comes along.
🔍 But then, what should we be looking at?
We should look at history, because it is documented, and because it makes the stopover less trivial than it appears.
Algeria has already played, once, a decisive mediation role between Washington and Tehran. The Algiers Accords, signed on 19 January 1981, led to the release of the fifty-two American hostages held in Iran since November 1979 — a release that took place on 20 January 1981. **This is not a legend: it is a historical fact, confirmed by the official Algerian communiqué and by the New York Times of 20 January 1981.**
In other words: there exists, between those two capitals and Algiers, a history of trust that is forty-five years old. This is not proof of mediation today. It is a precedent — and a precedent counts.
And we should look at the military context, because it is violent. Since 28 February 2026, the United States and Israel have been waging open war against Iran. The Supreme Leader Ali Khamenei is dead, his death confirmed on 1 March. His successor, Mojtaba Khamenei, received the allegiance of the IRGC on 9 March. A strike on a girls' school in Minab killed more than one hundred and seventy pupils and teachers, and was unanimously condemned by the United Nations Human Rights Council.
And the Strait of Hormuz is largely blockaded — traffic has fallen to about ten ships a day on average, two on Saturday 5 September, six the next day — while nearly four hundred ships remained immobilised in the Persian Gulf at the end of August.
That is the setting. And in that setting, two men pass through the same capital nine days apart.
🗽 And the real setting for an opening is New York — not Algiers
Here is the fact that matters most among all those we have gathered, and it is simple: the Iranian president was not travelling to Algiers. He was travelling to New York, for the eighty-first session of the United Nations General Assembly, where his speech was scheduled for 23 September.
And it is there, in New York, that Iran had its mediators pass on an offer to reopen the Strait of Hormuz within seven days.
In other words: the place where things are said is New York. The place where a plane lands to take on fuel is Algiers. Confusing the two means confusing a stopover with a negotiation — and that is precisely the mistake we refuse to make.
And there is a figure that belongs to no interpretation: traffic in the Strait of Hormuz has fallen from about one hundred and twenty-five ships a day before the war to about ten today — two on 5 September, six on the 6th — and nearly four hundred ships remained trapped in the Persian Gulf. A barrel of Brent was trading at ninety-eight dollars twenty on 22 September.
🎯 Our reading, and we give it for what it is
We think the coincidence deserves to be watched, and we refuse to conclude. Here is what keeps us from concluding, and what prevents us from moving on to something else.
What holds us back: Algeria named Pakistan, Qatar and Oman. It has never named itself. A country that wants it known that it is mediating makes it known — that is even the whole point of a mediation.
What prevents us from moving on: a senior adviser to the President of the United States received by the Algerian head of state, then an Iranian president received in the VIP lounge nine days later, on the eve of an American measure banning any Iranian aircraft from refuelling abroad. Three true facts, in the same month, in the same city. They prove nothing. They force you to look.
And if a channel exists, it is not mediation. It is a letter box. A letter box signs no communiqué, claims nothing, and takes no risk: it transmits. Seen from Algiers, that would even be the most intelligent position.
We commit to one point: if an official Algerian, American or Iranian source confirms a role for Algiers, we will publish the confirmation. If it denies it, we will publish the denial — in the same place, in the same three languages. We have nothing to gain from being right before everybody else.

Final note. We have obtained no official confirmation of an Algerian channel between Washington and Tehran, and we have therefore asserted none. We have not questioned the Algerian, American or Iranian authorities: we are responding to public communiqués, and we will publish their answers if they reach us.
